MOU with VAV

EARLIER THIS YEAR, A GROUP OF RSL MEMBERS CONTACTED THE RSL NATIONAL PRESIDENT, RADM KEN DOOLAN AND REQUESTED THE RSL SEEK RECONCILIATION WITH THE VETERANS ASSOCIATION OF VIETNAM (VAV).  THE VAV CONSISTS MOSTLY OF VETERANS FROM THE VIETNAM WAR, (FROM THE ‘OTHER’ SIDE).

KEN THEN ADVANCED THE MATTER AND HAD DISCUSSIONS WITH AUSTRALIA’S FOREIGN MINISTER AND AT A SEPERATE TIME, WITH THE VIETNAMES AMBASSADOR TO AUSTRALIA AND AS A RESULT, HAS DRAWN UP A PROPOSED DRAFT MEMORANDUM OF UNDERSTANDING (MOU) FOR AGREEMENT WITH THE VAV.

PRIOR TO A NATIONAL EXECUTIVE MEETING (WHICH INCLUDES ALL STATE PRESIDENTS ) IN CANBERRA ON 9TH AUGUST THIS YEAR, STATE EXECUTIVES , WHICH INCLUDES STATE COUNCILLORS MET IN THEIR OWN STATE TO DISCUSS THE PROPOSED MOU.

ON THE NSW RSL WEBSITE, THE FOLLOWING ARTICLE APPEARSUNDER THE HEADING:

RSL MEMORANDUM OF UNDERSTANDING WITH VIETNAM
“STATE COUNCIL UNANAMOUSLY ENDORSE THE MOU THAT RSL NATIONAL HAS PUT IN PLACE WITH THE VETERANS ASSOCIATION OF VIETNAM”

THERE ARE A NUMBER OF ISSUES THAT THIS PROPOSED MOU EXPOSES.

FIRSTLY, THE NATIONAL PRESIDENT IS AT FAULT FOR ENTERTAINING THE SUGGESTION PUT TO HIM FROM A “NUMBER” OF MEMBERS.  THE CORRECT PROCESS WOULD HAVE BEEN TO DIRECT THEM BACK TO THEIR SUB BRANCH TO HAVE A MOTION ACCEPTED AND THEN ADVANCE THE MATTER THROUGH THE NORMAL AND ACCEPTED CHAIN.

SECONDLY, NSW STATE COUNCIL HAS NO RIGHT TO SUPPORT THE MOTION WITHOUT CONSULTATION WITH THE GRASS ROOTS MEMBERSHIP.  HAVING STUDIED THE ‘OBJECTS OF THE LEAGUE’, NOWHERE IS THERE PROVISION FOR THIS TYPE OF ACTION TO BE ACCEPTED.
STATE BRANCH HAS NOT EVEN EXTENDED THE COURTESY OF ADVISING MEMBERS OR SUB BRANCHES THAT THEY WERE CONSIDERING THIS MOU.

THIRDLY, THE VAV CONSISTS OF VETERANS MADE UP OF EX MEMBERS OF THE NORTH VIETNAM REGULAR ARMY (NVA) AND VIET CONG (VC).  AUSTRALIA’S ALLIES IN THE WAR, THE ARMY OF THE REPUBLIC OF VIETNAM (ARVN) ARE EXCLUDED FROM MEMBERSHIP.

ADDITIONALLY, THE VAV IS AN OFFICIAL ARM OF THE VIETNAMESE COMMUNIST PARTY WHICH HAS A DISGUSTING RECORD OF HUMAN RIGHTS ABUSE.  TO THIS DAY, EX ARVN MEMBERS AND THEIR FAMILIES ARE PERSECUTED AND OPPRESSED.  MANY HAVE BEEN MURDERED, KIDNAPPED, TORTURED, RAPED AND ARE NOT PERMITTED TO ENDULGE IN BASIC FREEDOMS SUCH AS OWNING AND RUNNING A BUSINESS.  MANY HAVE BEEN FORCED INTO ‘RE-EDUCATION’ CAMPS WHERE THEY ARE/HAVE BEEN SUBJECTED TO BEATINGS AND COMMUNIST PROPAGANDA.

THIS IS THE TYPE OF REGIME THAT RSL NATIONAL EXECUTIVE WOULD HAVE US RECONCILE WITH.
WE ARE IN POSESSION OF A NUMBER OF DOCUMENTS RELATING TO THIS MATTER INCLUDING AN EMAIL FROM THE TASMANIAN STATE PRESIDENT ADVISING THE NATIONAL PRESIDENT TO GO INTO DAMAGE CONTROL BEFORE THE “YAPPING CLASS” LEARN OF THEIR PROPOSAL.

LOVELY! SO THAT’S HOW OUR LEADERS THINK OF US, - “YAPPING CLASS”. ( WE HAVE SUBSEQUENTLY RECEIVED AN APPOLOGY FROM HIM).  ADDITIONALLY, AT A MEETING OF ALL TASMANIAN SUB-BRANCHES IN LONGFORD LAST WEEK, THE FORUM ASKED HIM TO WITHDRAW SUPPORT FOR THE PROPOSAL UNTIL ALL CIRCUMSTANCES ARE FULLY KNOWN.

WA IS THE ONLY OTHER STATE TO OPPOSE IT.

SINCE THIS ALL BEGAN 2 WEEKS AGO, WE HAVE BEEN ADVISED THAT A NUMBER OF SUB BRANCHES HAVE OBJECTED TO THE PROPOSAL AND WE ARE AWARE THAT THERE ARE MANY MORE TO FOLLOW IN NSW AS THEY CONDUCT THEIR MONTHLY MEETINGS.

THE FOLLOWING PETITION IS BEING CIRCULATED :

"I object to the RSL's proposed MOU with the former NVA/VC.  I ask that it be set aside until the result of a Plebiscite of all RSL members, in the full knowledge of the human rights situation and the restrictions placed on former members of the Republic of Vietnam Armed Forces in Vietnam and the views of Australia's Vietnamese Community, is known".

RADM DOOLAN HAS GENEROSLY AGREED TO MEET WITH US AT NATIONAL HQ ON SATURDAY 22 OCT.  OUR DELEGATION WILL CONSIST OF OUR ‘COMMITTEE’, REPRESENTATIVES OF VVAA AND VVF, RSL SUB BRANCH MEMBERS IN GOOD STANDING, REPRESENTATIVES FROM THE RAR ASSOCIATION, AATTV AND REPRESENTATIVES OF THE AUSTRALIAN VIETNAMESE COMMUNITY.

I cannot verify this email but I am relying on another source I trust.  


I don't know Greg Kirk but I see that a Greg Kirk served In Vietnam with A squadron 3rd Cavalry Regiment in 1971.  


The email refers to some information on the NSW RSL website that "State Council unanimously endorse the MOU."  I cannot find that information.
